Public-Private Partnerships to Fight International Crime

The United States has long faced state and non-state actors who possess the capability to cause great harm via cyber warfare. But unlike our adversaries, America has a secret weapon: strong private entrepreneurship and ingenuity, which can utilize modern technology to fight back in new and innovative ways.

The executive and legislative branches have both realized the potential of the private sector to fill critical gaps in our still-growing intelligence capabilities, with two specific and exciting policy prescriptions:

• The Senate’s version of the NDAA, which includes Section 1604, “Scaling Cyberspace Access and Maintenance Capabilities”
