Section 1604 of the Senate NDAA (Scaling Cyberspace Access and Maintenance Capabilities)

The United States has long faced state and non-state actors who possess the capability to cause great harm via cyber warfare. But unlike our adversaries, America has a secret weapon to fight back: strong private entrepreneurship and ingenuity, which can utilize modern technology to fight back in new and innovative ways.

Section 1604 of the Senate’s NDAA seeks to capture this energy with the creation of a limited, temporary pilot program which would allow private actors, carefully managed by the DoW, to embark on cyber operations, supplementing the federal government’s capabilities.
